In Step One, he did not multiply 7 by 8. When multiplying both sides by 8, each term on each side has to be multiplied by 8. He could have done it in the following ways:
[tex]8\bullet( \frac{x}{8} +7)=22\bullet8[/tex]

OR

[tex]8\bullet \frac{x}{8}+8\bullet7=22\bullet8 [/tex]
