From newton's second law of motion such that the rate of change in momentum is proportional to the resultant force, we indicate that the change in Momentum is equivalent to Impulse such that impulse is equal to the product of force and the time of impulse. That is impulse = force × time. 
Therefore impulse received by the rubber and steel ball when they collide will be the same as they experience the same time of impulse and also equal forces.
