use the slope formula first
m = (y2-y1)/(x2-x1)
m = (-1-3)/(-1-0)
m = (-4)/(-1)
m = 4
The slope is m = 4

The y intercept is b = 3 because this comes from the point (0,3)
The x value is always 0 for the y intercept. This is where the graph crosses the y axis

Since m = 4 and b = 3, we go from y = mx+b to y = 4x+3
