I'm not sure if you mean ' Russian ' instead of the nowadays ' Russia ' but I believe this is the answer to your question:

After the Russians issued Russification (Russification means *forcing* russian culture on all ethic groups in Russian empire) , the other ethnic groups strengthened their nationalist feelings and it weakened.
