Usually in direct democracy, decisions are made by the people, since they are passing the laws and it is up to the people what goes on in the government and how their government counter parts should handle certain situations. The definition of direct democracy is "a form of democracy in which people decide (e.g.vote on, form consensus on) policy initiatives directly." This is a rare form of democracy.
