What he has: 2 2/3 = 8/3 cups
What recipe needs = 2 3/4 = 11/4 cups

Amount missing = 11/4 - 8/3 = 33/12 - 32/12  = 1/12
He needs 1/12 cups more, or 4 teaspoonfuls, or 20 mL.
