There is a lack of excerpt from Eleanor Roosevelt's speech in this question but emotional appeal only happens when the speaker wants to convince the audience of the argument by letting them feel something that would incline them to agree. Some sentences from her speech that would probably give an emotional appeal is when she talks about the people in the country not being able to read and write despite the money being spent for education, especially that story about a 74-year old man and his 81-year old neighbor.
