According to the Navigation Rules, a rapidly ringing bell every minute signals a boat at anchor in the fog.
In most cases, fog causes boat driver unable to see too far ahead due to the blockage of vison. In order to prevent collision, an anchored boat must ring bell signal every minute in order to notify their position.
