If you flip the ratio 1:4 to 4:1 is it still equal?

No the ratio is not equal because you switched the numbers in a order that is not right

It depends on if the ratio is for the same thing. For example, if I said there were 1 cat to every 4 dogs, and I flipped it, I would need to specify that there were 4 dogs to every 1 cat. Hope that helped!
