Justices have clerks that sort through the thousands of petitions and cases, who then give a smaller pile to the justices for them to vote on which ones they want to have a trial for. Each year, the selected amount of cases is only around 1% of the proposed cases. They will often only select cases that will set a strong precedent for future judicial review in the country.
