To be able to calculate the problem above, we need to set up equations. We let,

x = Bill's money
y = Joe's money

We have two unknowns so we should set up two equations. We do as follows:

x + y = 60
x = y / 2

Solving simultaneously, we will have

x = 20
y = 40

Therefore, Bill has 20 dollars.
