In my opinio, I think having to be 35 years or older is fair, because if your younger than that you might be unexperienced or not know what or how to handle things. I think having to live in the U.S. for 14 years is a little ridiculous, because know matter where you come from you may still have that knowledge or experience that someone else might not have.
