The answer is 23

Explanation:
5•2= 10, 2•8=16, 2•2=4, 3•3=9
The new problem is 10+(16)/(4)+9
Then divide because that comes first in PEMDAS : (16)/(4)= (4)
Now add: 10+4+9= 23
The answer is 23
