the center is (-2,3) because you find the factors of (x^2+4x+4) + (Y^2-6y+9)=-4+4+9. So it is [(x+2)^2]/9   +  [(y-3)^2]/9  = 9. In this case, nothing else matter besides (x+2) and (y-3)
