what limitation does the Eighth Amendment put on bail? why was this done?

No excessive bail. This was done o someone can't be charged an outrageous amount of money to get out of jail for a petty crime such as a judge setting bail at $1,000,000 for someone they don't like for public intoxication. They put it as a guideline to protect the petty criminals from biased judges.
