The parental and daughter cells are equal. If the cells are not in the process of cellular division, and the onion plant begins as a with 16 chromosomes, then in each cell observed in the plant there will be 16 chromosomes. Only when these cells are going through the division process, either mitosis (somatic cells) or meiosis (germ cells) the chromosome number will be altered.
