Well, they kinda gave up on using military power leading up to WW1, if that makes sense.

This is because Roosevelt was an expansionist, who brought Panama, the Philippines, and Hawaii under U.S. Control.

While Taft was an isolationist, whose policies were on the contrary to Roosevelt's.

Then comes Wilson, who wanted to stay out of WW1 and to stay out of "European squabbles".
