Rutherford Hayes was, first and foremost, a good Republican of the time.

He marginally supported Civil Service Reform, then, putting a young Theodore Roosevelt on the case.

What Roosevelt and others quickly found, though, was that Hayes merely wanted to tone down the rampant abuses of civil service reform and did not want to fully do away with the patronage system that benefitted the Republican machine.
