If [tex]m=\frac{1}{2}[/tex]

Then:

[tex]y=\frac{1}{2} x+c[/tex]

Sub in the coordinates given to you:

[tex]-2=\frac{1}{2} *3+c[/tex]

Now:

[tex]\frac{1}{2}*3=1.5[/tex]

Move 1.5 to the other side of the equation and flip the sign.

[tex]-2-1.5=c[/tex]

Therefore, [tex]c = -3.5[/tex].

Replace in the formula (y=mx+c):

[tex]y=\frac{1}{2}x-3.5[/tex]

There is your answer.
