Y = x-3-1

(It all depends on if your looking for the answer to Y or X)
If your looking for Y,

Y=x-4 is your answer

If your looking for X,

Y=x-3-1
-x -x
-x +y = -4
-y -y
-x = -4 - y
/-1 /-1 /-1

x = y + 4 is your answer
