They seek to influence them by providing expertise knowledge

Lobby groups usually have experts in their ranks about the policies that they want to influence so they advise members of the congress about such topics. For example, environmental lobbyists provide scientific information about climate change and its effects on planet earth and often the people from congress don't know these things.
