The task that can't be performed from the IE general tab is , "disable file downloads".
As we cannot disable file downloads from general tab in IE, and also you cannot block cookies by using IE general tab but you can change your homepage address by using general tab.
If we look at the default value of the security level in IE, that is Medium-high.
