When the rate of inflation is very low, the money inside one's pocket retains its ability to PURCHASE GOODS AND SERVICES.
One of the function of money is that it acts as a store of value. When the rate of inflation is low, money retains its capacity to buy goods and services, but when the rate of inflation is high, the ability of money to purchase goods and services fall significantly.
