First you should make it follow the standard format of y = mx + b for readability.

y - 4 = 3x+3
y = 3x+7

Then, to solve the task, you just replace x, with the x value of the point. Like this:

y = 3*-2+7
y = -6 + 7
y = 1

This matched the point given (-2, 1) perfectly

Hence the equation does pass it :)
