The given equation is in point-slope form.  The line that represents this equation passes through the point (4,1) and has a slope of (3/2).

One way to graph this quickly would be to plot the point (4,1).  Move 2 units to the right from this point, and then (without picking up your pen) 3 units up.  Plot a dot there.  Connect the 2 points with a straight line.
