Your answer would be y< -3/2x+1
You slope is negative because the line goes from left to right and your slope is -3/2 because it rises 3 and goes to the left 2. Remember that your slope represents your rise over your run.
Your equation is also only > and not less then or equal to because it is a dotted line.
