Answer:

The term “polymers” covers a pretty broad range.

For a polymer to be soluble in any water solution it has to have a degree of polar functionality. This can be such things as acid functions or hydroxyl functions. A co-polymer containing a large amount of methacrylic acid would be soluble in a bicarb solution.

If you are thinking of polymers such as polyethylene or polystyrene then there is no functionality to be neutralized which would render them soluble.
