Hot tubs are vulnerable to contamination because of there high temperature and open-top body which makes it a good environment for some bacteria (such as Legionella) to grow.

The addition of chlorine to a hot-tub does not fix this issue because chlorine (and other common disinfectant) easily breakdown in high water temperature and thus cannot operate at the high temperature of the hot tubs.
