If I remember correctly the Zimmerman Telegram was when Germany sent a text to Mexico saying "if u attack the US we give you the land u lost and more." While I don't know what they did do I can imagine they will be more cautious knowing that the message never reached Mexico meaning that they will add a stronger encryption regarding their telegrams to prevent future loss of information.
