He believed it could slow down and stop the terrorist. The War on Terror was so in demand he had to do something, being the first black president. The house wasn't already in his favor. On top of that, 9/11 had happened and his goal was to get Osama Bin Laden before he got out of office. So when one informant suggested Osama was there, he went there without hesitation.
